Colorado Home Energy Rebates (HER & HEAR Programs)

Colorado residents can take advantage of two major home energy rebate programs through the Colorado Energy Office (CEO): the Home Efficiency Rebates (HER) and Home Electrification and Appliance Rebates (HEAR). These programs help reduce the cost of energy-efficient upgrades, improve home comfort, and lower utility bills.

The rebates will provide up to $14,000 in savings per qualified household to make eligible energy upgrades in single-family, manufactured/mobile homes, and multi-family buildings. Funding for these incentives comes from the Home Electrification and Appliance Rebate (HEAR) program established by the Inflation Reduction Act. These rebates will help Colorado families save money on a number of upgrades from electric heating and appliances to insulation and air sealing to electric panels and wiring.

Both homeowners and renters can get rebates for eligible improvements. Fort Collins Heating & Air Conditioning and Origin Plumbing Heating Cooling Electrical are authorized contractors for the HER & HEAR Programs.

Program Overview

HEAR – Home Electrification and Appliance Rebates

HEAR gives you instant savings on energy-efficient electric equipment. Instead of waiting for a rebate check, you get money off right when you buy the upgrade, including items like:

Cold-climate heat pumps for heating and cooling
Heat pump water heaters
Electric and induction stoves, cooktops, and ovens
Electrical panel upgrades
Wiring and circuit additions
Insulation, ventilation, and air-sealing improvements when tied to energy savings

Rebates are applied upfront, lowering the price you pay at the time of installation.

HER – Home Efficiency Rebates

HER focuses on bigger, whole-home efficiency upgrades.

Your project must reduce energy use by at least 20%, and you can earn larger rebates if savings reach 35% or more. It’s a great option for manufactured homes, single-family homes planning significant improvements, and larger multifamily buildings.

How the Rebate Process Works

1. Submit Your Household Application on the approved program portal

Provide basic information about your home, household size, and income range to determine eligibility.

2. Share Your Approval With your Contractor

Once you receive approval from the Colorado Energy Office (CEO), send it to Fort Collins Heating & Air/Origin Plumbing Heating Cooling Electrical

3. Home Assessment Completed

FCHA/Origin completes your home assessment, presents upgrade options, and submits a rebate-fund reservation.

4. Contractor Receives a Notice to Proceed

CEO confirms the reserved rebate amount and authorizes work to begin.

5. Work Completed & Documentation Submitted

After installation, FCHA/Origin submits all required documents to the CEO.

6. Quality Control Review

The Colorado Energy Office reviews the completed project for compliance.

7. Rebate Payment Issued

CEO issues the rebate payment directly to the contractor—typically within four weeks after quality-control approval.

Rebates are applied as a discount to the homeowner’s purchase price.

Renters applying for rebates will need their property owner to complete the “Landlord Authorization for Participation Form” in the online application.

Final rebate payment is normally processed within four weeks after CEO quality-control approval.
